EGGHEAD Take Note: Arizona Tested 87,000 Welfare Recipients; Found One User

Scott Walker wants to be your next GOP president/drug test welfare recipients. If he took the time to study results elsewhere, he’d learn he’s wasting taxpayers’ money.

When Wisconsin Gov. Scott Walker announced his candidacy for the Republican presidential nomination on July 13, he peppered his 34-minute speech with a laundry list of deeply conservative policy prescriptions. Among them was a requirement — much like the one in the state budget he signed less than 24 hours before the event — that welfare recipients pass a drug test before collecting public assistance benefits….

…The results are thin: According to USA Today, more than 87,000 welfare recipients went through Arizona’s program in the three years after it began. The total number of drug cheats caught was exactly one — a single positive result, which saved the state precisely $560.

Checking in again in March, the Arizona Sonora News Service cited state Department of Economic Security figures which found that over the course of more than five years, “42 people have been asked to take a follow-up drug test and 19 actually took the test, 16 of whom passed. The other 23 were stripped of their benefits for failing to take the drug test.”
That adds up to a grand total of three failed tests from 2009-2014. The net savings reaped from withholding benefits for those who either tested positive or failed to complete a drug test was around $3,500, once the $500 cost of testing the 19 is factored in, according to one state agency report. The haul is especially unimpressive when you consider the $1.7 million in savings state officials promised when they unveiled the program.

Lesson learned? Not quite.

Since Arizona enacted its drug testing programs, at least six more states have implemented similar measures. In 2012, Utah began its own, which, according to the Daily Beast, nabbed 12 of 466 people tested at a cost to the state of $25,000.

Earlier this year, a report on Tennessee’s program found that 37 out of 16,017 tested had failed — precisely 0.23% of recipients. In Florida, where the practice has been repeatedly challenged in the courts, Republican Gov. Rick Scott announced in March that he would not submit any further appeals on behalf of a law ruled unconstitutional by two federal courts. In rejecting the state’s claim in December 2014, the justices for the 11th Circuit Court of Appeals found that during the nearly four months the law was in effect, “4,046 applicants submitted to drug testing. Only 108 — 2.67% — tested positive for drug use.”

Authorities have identified the suspect as John Russell Houser, a white male who previously resided in Phenix City, Alabama, and had been living in Lafayette since early July. A page on the Tea Party Nation website was registered by a man with that name in June 2013. He also was a commenter on PoliticalForum.com, where he wrote about disliking liberals, the collapse of the United States and President Barack Obama.

Calvin Floyd, the former host of a talk show on WLTZ NBC 38, called him a “radical Republican,” who was anti-abortion and anti-feminist, The Washington Post reported. Another host, Doug Kellet of TalkLine in Columbus, Georgia, said Houser also spoke about anti-tax issues, according to the Post.

“He seems to be estranged from his family,” Craft told reporters at a news conference on Friday morning. “He just kind of seemed like he was drifting alone.”

CINCINNATI – University of Cincinnati police officer Ray Tensing’s body camera video clearly shows that he committed “murder” when he shot and killed an unarmed black motorist at a traffic stop earlier this month, prosecutor Joe Deters said Wednesday.

The shocking video shows Tensing grab the outside door latch on 43-year-old Sam DuBose’s car on July 19 after DuBose couldn’t produce a driver’s license.

Tensing tells DuBose to take his seat belt off. As Tensiing pulls the door open a few inches, DuBose pulls it closed and says, “I didn’t do nothing, man.”

DuBose turns the key and revs the engine,

Tensing pulls his gun, shouts, “Stop! Stop!” and shoots DuBose in the head through the open window.

Showing the video publicly for the first time, Deters called it an “asinine, senseless shooting,” and announced that a grand jury had indicted Tensing for murder.

Deters said the video refutes Tensing’s claim that DuBose pulled away from the stop and dragged him with his car.

“I think he (Tensing) lost his temper because Mr. DuBose would not get out of his car. He wasn’t dragged. When you see it, you will not believe how quickly he pulled his gun and shot him in the head,” Deters said at a 1 p.m. news conference.

“He was simply, slowly rolling away. That’s it,” Deters said.

“I was senseless. It didn’t have to happen,” Deters said, adding that Tensing should have never stopped DuBose for not having a front license plate.

“It was a chicken-s— stop,” Deters said.”

On the shooting…

Police have taken militarization to heart. This was not racism. This was a cop trained in expectations of 100% instant compliance in both thought and action… as well as the current officer safety mindset that sees everyone in every situation as a potential threat… with preemptive violence as an officially sanctioned option.

Some poor ignorant negro was not aware of this dynamic and did not realize the increasing danger he put himself in at every step of the quietly escalating interaction… evasive answers, open denial and defiance, overly active hands moving in and out of places unseen, open alcohol container, and finally an escape attempt… which cops not only see as insulting but are trained to perceive as a threat… especially when they hold on to the car.

Of course it is easier to scream racism of a single cop than question if the police as an organization, with encouragement from the government, has become thuggish in their interactions with citizens… or if maybe blacks should have reasonable courtesy and behavior when dealing with cops (or anyone).

Is there one shooting yet of an “unarmed black man” (UBM) where the UBM didn’t start out full of shucking and jiving shyt and finish up violently resisting reasonable requests in some way?

And, with overwhelming force rather than proportional response being police doctrine, this is what happens.

But… let’s cry racism and move on.

1. The ratio of white cops to black criminals FAR exceeds the ratio of black cops to white criminals.

2. Rather generally speaking, blacks have poorer attitudes when dealing with authority than whites or Latinos… who are frequently more polite and compliant… though there are plenty of videos where whitey mouths off to cops and gets a beatdown… or a bullet when they become violent or semi-threatening. Whitey just doesn’t fukk around with cops as much as darkie does.

3. Are you sure he should not have been pulled over? Ohio requires a front plate. His car had no front plate. This is a reason to pull someone over. Evasive answers, nervous actions, open containers, unusual hand movements… those are all signs cops look for when determining if the situation requires further attention. Slamming the door, refusing to get out, and trying to drive off seal the deal. As there was no violence toward the cop (unlike some other shootings) and he did not appear to be a fleeing felon posing a danger to others, the cop should not have shot the guy… but remember, the REAL issue here is cops being trained to see everything as a threat and use overwhelming force to stop it… with the old, “What if he drove off and hit a kid” kind of thinking being drilled into their heads.

As long as it is Racist White Cops shooting Unarmed Black Men, nothing will change. Cops will still be trained to take total control of the situation and blacks will continue to show all the signs they are a potential threat.

He tried to divert attention from here to there in an attempt to defuse attention from one comment(#25) to another. Then, in his #32 comment he completely ignored the original point AND COMPLETELY FAILED AT SHOWING US PROVIDING A LINK….I.e. YOUTUBE. Has this EGG/BUTTHEAD ever heard of YOUTUBE showing black men wrongfully arresting the white man and then shooting them dead in the head?

As for the latest innocent unarmed black man getting shot by a racist white cop, this particular one has been arrested SEVENTY times…

…quite the racist system conspiring against the freedoms of blacks.

None-the-less, after consideration, perhaps the cop was not quite as wrong in his action as it first seemed.

The first warning sign was the prosecutor calling it a “chickencrap stop” (no relation). This reeks of racial politics rather than law enforcement reality… as you never see any screams for accountability over no-knock warrants gone wrong… even at the wrong address.

No license plate on the front is illegal. At the very least, it beats red light cameras. So, this was a perfectly lawful stop.

Even if it was a chickencrap stop, that is a legitimate police tool when they know something is unusual or not right. In this case, it produced a guy with an open container of alcohol and no license.

It is reasonable to ask him to step out of the vehicle… especially considering the open contain… on the driver’s side floorboard.

It is a natural reaction but not fantastic policing to be reaching into a car that is trying to get away…

…yet there is another way to look at this.

The driver has an open container and is fleeing the scene. He now presents a lethal threat to others. It is reasonable for the officer to believe the driver is involved in some sort of criminal activity worthy of fleeing. It is reasonable to believe the driver will be involved in a police chase on public streets endangering civilians. It is reasonable to believe the driver is impared and more dangerouse due to alcohol.

With that in mind, it becomes reasonable to use force to insure the driver does not get away and endanger the public.

If anyone bothered to look at the high quality YouTube video, rather than the grainy one released my the media, there are more things to notice.

The most interesting to me was the change in position of the car parked down the road.
The officer was clearly attached to the car for some distance.

Further, the driver had to swerve toward the cop to pass that car… potentially dragging his feet to a place where letting go would get him run over.

So the chain of events…

1. Illegal action, legal stop
2. Increasing number of reason the driver is up to no good and needs to step out of the car
3. Evidence the driver posed a danger
4. Attempt to flee, posingva greater danger
5. Cop attemps to stop flight by controlling the vehicle
6. Officer is faced with a serious and immeduate threat to himself and a potential threat to others
7. Officer responds with deadly force and resolves all threat issues

Each link of that chain is reasonable.

Verdict (based on current information): Good Shoot

(Anyone is welcome to present a differing opinion backed by solid reasoning.)

The real issues:

– over-criminalization of everything… not always in the public interest

– police quick to be violent (though this cop was polite and professional with no anger issues or authoritarian attitude).

– anti-authority attitudes when not necessary (and this coming from a champion of resisting authority)

– the lack of understanding that resisting police (except in rare cases) is not productive

Being that I kept odd hours, wore strange clothes, drove unusual vehicles on both ends of the income spectrum, etc., I have been chickenshyt stopped numerous times.

I had my paperwork (or excuse) ready, my window down, my hands at 2-10 on the wheel, made no moves until requested, was polite but not boot-licking, complied immediately with requests, was cooperative… and never got shot in the head… and always got just a warning for whatever chickenshyt I was stopped for.

…and it was not because I was white… as I know plenty of white people who hate cops because they come away from every interaction with tickets due to attitude and mouth running.

Another thing… if one just takes 30 seconds of care to leave the open containers, drug paraphernalia, ski masks & duct tape, etc., at home or out of view, it reduces all other problems.

Yeah. It takes an act of willpower he hasn’t shown. And some contrition, given he irritated a group who had every reason to sympathize with him at the beginning.

But there are probably a lot of folks here who overlook political views when folks treat each other with respect.

EGGHEAD quotes only the prosecutor prosecuting the black man hating/murderer white cop named Tensing. EGGHEAD says the prosecutor is using “racial politics” and then stupidly(because he’s an EGGHEAD) compares the DuBose murder to no-knock warrants as though there is racism involved and everyone in the home is unarmed & murdered. 🙄 What an EGGHEAD!!!
The Cincinnati police chief Jeffrey Blackwell said this about Tensing…“This officer was wrong,” Cincinnati Police Chief Jeffrey Blackwell said, according to AP, insisting that officers “have to be held accountable.”
I’d call it another unarmed black man murder by another white cop rather than “racial politics.”

Tensing’s lawyer(Mathews) surprisingly said…that Tensing’s killing of an unarmed black man was justified because…can you guess…? I’ll give you a moment to think….

That’s the routine cop go to excuse after every unarmed black man murder by white cops.

Tensing’s lawyer(Mathews) even says that Tensing is just “being made an example…”
“With the political climate in this country with white police officers shooting black individuals, I think they need somebody to make an example of,” Mathews said, according to AP.

I’m sure I haven’t heard it all from this guilty unarmed black man murderer white racist cop Tensing.

He was then shocked(tazzed) with a Taser three times by an officer and placed in restraints. The father of one – son Kelly Jr – then suffered a respiratory cardiac arrest and died three days later.

Interesting that this front license plate non-issue is being made into some sort of issue… while the actions of the career crimanal are being ignored…

…yet another indicator the media and the politically-motivated are trying to make something out of nothing.

There was just a news story where a cop DIDN’T shoot the scumbag in the head. The guy drove away and later crossed the centerline… killing two innocent people.

Their surviving relatives might support the shooting of a very real threat to society.
