@2: JoeC, the point Joshua is making is that no one in North Korea has been individually sanctioned for human rights violations. There has been people in the past individually targeted travel and property sanctions for regime figures violating UN sanctions or involved in the Sony hack. Individual sanctions for human rights violations is another way to keep pressure on the regime.
