Sunshine didn’t work. All it did was lead the ROK to hope for peace and improved relations while the North Koreans were still busily pursuing their nuclear weapons and missile programs behind the scenes. It was a big bluff on the part of NK. They’re stalling for time, and the longer they have, the closer they get to achieving their goals. They prove this over and over again, but pundits and analysts keep re-hashing the NK problem and acting like it’s a whole new issue. China is the key to solving this problem. They have been ever since the old Soviet Union dropped its patron aid to NK. They claim that they don’t hold the key, but yet they continue to do business with and provide nominal support of the NK regime. They’re propping it up while they’re telling everyone else that they have no influence. Meanwhile, NK keeps developing and testing nuclear weapons and missiles.
