I must point out the it is lieutenant General Vandal. He was promoted prior to the ceremony and you can clearly see he is wearing three stars.
I miss the smarter, dressier uniforms. Their hopefully-soon-to-be-replaced, so-called, “camouflage” just looks sloppy. You expect a general to have his stuff stowed away properly…
