According to a very credible source, he used to give homemade “ID cards” signed by himself (and laminated), to private citizens and demand that the installation commanders honor them and let them on base.

I’ll tell you lest any mental images emerge of something inappropriate, while he was the MNF-I CG I was the enterprise lead and since business hours in Iraq were 24/7 it wouldn’t be uncommon to have someone knock on your door at 0230 telling you “the CG needs you now” and when you got over to his bedroom/office he’d be sitting there at the desk in his military skivvies. The first time you have to do it is weird but then after that you’re like “whatever”…
Your concerns aren’t unfounded though, while he wasn’t doing any outright “above the law” stuff that I witnessed in the time I worked on his staff I did see enough “Hillary-Like” behavior in the way he treated information, devices, and policies governing the such that makes me say “pass”.
