Because the ROK is a Commie Banana republic with rules but no rule of law.
J6J is overstating it a bit, but he’s not far off the mark. Apparently certain individuals have a right to a good reputation regardless if they really deserve that particular reputation, while others do not have the rights actually stipulated in the ROK constitution. Speaking of which, more fun when you’re found not guilty by a Korean court: the prosecution can appeal that finding and you’re still stuck in jail.
With apologies to fans of the film, Sierra Madre: “New evidence? We don’t have no new evidence. We don’t need no new evidence! We don’t have to admit no new stinkin’ evidence!!!”
Or, when asked why the chicken crossed the road, they respond with:
