Those look like they violated sanctions.
Where is that model subway car used? Doubt it is a home grown design, maybe manufacture but did they have help on design?
Probably some new missile delivery system brought about the subway renovation.
Look similar in design to recent Chinese made subway cars delivered to Iran. Similar, but not the same.
They have the money for a subway so they don’t need food aid this winter.
