In 2017, the proposed move was to the government building in Gwanghwamun.
It did not involve uprooting the Ministry of Defense in Yongsan.
Two different things.
And in 2017, the Moon government gave up on the plan because of issues with security and such, the same reason Yoon gave up on Gwanghwamun.
