Setnaffa, I don’t know if Korea is making sure ferryboats don’t sink but I assure you there are all sorts of assinine rules and inspections on large and medium business.
It isn’t that there were no rules or inspectors.
It was that there is so much useless bureaucracy that inspectors don’t have time to monitor the important things that need a watchful eye.
