Would the US have known about this deeper meaning? In February 2022, after asking former US national security adviser John Bolton about the letter Kim sent, Hecker concluded that Bolton did not know what the institute was, “nor did he care to ask and find out.”
I’ve always said that it was the war mongering Bolton who was responsible for derailing the peace process in the Korean peninsula.
And here it is for all to see.

Irreversible?
If they were able to build it in the first place, they have the ability to build it again. All those skilled personnel and knowledge don’t just disappear over night. NK has had ~70 years to tunnel under the mountains, what’s to prevent them from simply moving the entire program underground? How do we know they haven’t already?
Closure of the Nuclear Weapons Institute? It’s not like anyone outside of North Korea can keep track of where all those engineers and scientists are. What’s to stop the North from simply renaming the Institute and relocating it?
The only way for NK to believably take these measures would involve becoming a completely open country with free movement of people, which is something NK has never offered.
