Contractors have had it too easy for too many years. When I was involved with USFK (at Yongsan, Osan, and Humphreys intermittently from 1983 to 2000) it was always the contractors who got special privileges (like extra living allowance money and overseas duty pay when service members did not), were able to violate curfew whenever and wherever they pleased, almost never got prosecuted for black marketing, and were allowed to remain in bars and other places off limits to service-members and their families.
Since that time, USFK has slowly tightened enforcement up and now if contractors misbehave, they are subject to the same consequences that other Americans in Korea face. I applaud these changes and hope that USFK doesn’t fall back into their old, comfortable ways after the Corona Virus fades into a distant memory.

Tagum City Tim, if the curfew doesn’t apply to contractors (or retirees), they’re not violating it. Pay and allowances differ between military entitlements and private sector wages (comparing military pay and entitlements to wages and allowances of contractors is foolish). As soon as HPCON-C is gone, the special authority to restrict contractor and retiree movements goes away.
I knew there’d be someone come along and ruin my bitch and moan session with logic and facts. Dan I really don’t care about all those facts that you so expertly spewed forth. My point was, and still is, that, especially in a time when Korea was considered such a hardship tour that (like almost the entire time that I lived and worked there) most military people weren’t able to do more than one year in country, contractors were doing 2, 5, 10, 15 and more years in country soaking up all the benefits and flaunting the exemptions they were afforded around like some sick badge of honor. Their attitudes for the most part were arrogant and narcissistic and they treated the average service member like dirt. I’m sure the situation has not changed.
Oh, I noticed that you did not try to defend the fact that contractors did most of the black marketing and were never held accountable. They could pull up to the commissary, load up a truckload of meat and drive off right in front of the MPs without so much as a question about how they were going to consume all that product or where they had a freezer large enough to store it all in. The contractors were always conspiring with the Korean nationals that worked at the PX and commissary to ride off into the sunset with all the major appliances and high end booze they could get their grubby little mitts on, padding their bank accounts and flaunting their privilege everywhere.
So, that’s my bitch session and I’m sticking to it. You’re more than welcome to show up with some more facts to try to ruin my fun but be warned that will just make me more inclined to bitch and complain.

I laughed when some contractors had the gall to complain about not getting an APO. They were certainly making double what I was and could afford international shipping and shopping more on the economy.
J6Junkie – The contract complainers were rampant in the late 80s and 90s. I was there during the Olympics in Seoul and contractors were bitchin’ because they weren’t eligible for the free event tickets that the USO passed out to service members. I had to work the day of my event (track and field) but I still have the ticket as a souvenir. I’ll sell it off someday and make tons of money.

I’ve been cooped up in my house with limited possibilities for escape for over a month now here in the Philippines and it’s starting to work on my nerves, so yes, Setnaffa, I am getting a little cranky. Add to this is the fact that here in the Philippines, the lockdown may continue through May because people here cannot social distance and are causing more cases to appear that is scaring the government into continuing the lockdown at least through May 1st as it stands right now. So, while all of you that live in the US have some sort of hope for returning to a normal existence, I sit and wait to see how long it will take the Filipinos to decide to release the lockdown. This situation is setting me off more than I would like to admit and I am lashing out at convenient targets to help release some of the pent up frustration I am feeling. Contractors were always a thorn in my side when I was in Korea and YES, I was jealous of the fact that the government paid them WAY over what they needed for subsistence and looked the other way when they violated the rules. This current situation at Humphreys just tells me that it’s business as usual for the contractors in Korea even during a global pandemic. Their selfishness shows like an artillery shell bursting in the night sky (something those people will never see because they will be airlifted out at the first sign of trouble. My rant is over! Thank you for your attention.

When you get to be my age JohnHenry, all you have is your memories and impressions of a life well-lived. The fact that I loathed civilian contractors during my time in Korea is part and parcel to those memories of a time and place long gone but not forgotten. Even though I retired from the Navy almost 20 years ago (December 2000), My memories of my times in Korea will always be with me and they will always color my opinions.
Reality matters little though when you are forced to remain at home so that you won’t be in contact with anyone who might spread the #WuhanVirus which by every estimation to date is way less deadly than the seasonal flu. However, for some reason there’s a general worldwide panic about this virus that defies explanation. Unprecedented lock down of the entire global economy is not the answer to this crisis. Viruses have been around since the beginning of time. Humans have tried to control them through vaccines and quarantines for almost 300 years now but they still end up killing thousands of people per year. So what’s the point? Tell me that?

TCT: I forgot to mention something. Vaccines have helped tremendously. How many cases of smallpox are there these days. Zero. How many cases of polio? Etc., etc., etc. That’s the point.
JH: The most relevant part of your whole message was “thought to be.” The problem is no one knows yet just exactly how COVID-19 stacks up against other viral infections. However, I can state one thing categorically because I have seen the paperwork (redacted) sent to me by my friend who is a nurse in a major Chicago hospital. Doctors are now putting any unexplained deaths down to the Corona Virus without ANY testing or autopsies to find out what the real cause of death was. This is not because they are overwhelmed with cases of the virus, they are just being lazy thinking that no one will question their appraisals during this crisis time or later once all of the records are filed. This is artificially inflating the number of COVID-19 deaths and will only serve to increase the panicked state that the situation has been hyped into.
One last point from your response, you said the vaccines have “helped tremendously” but, have they completely eradicated the viruses? NO! If vaccines are not taken, there is a chance that viruses long dormant can be brought to life again. All a virus needs is a living host to start reproducing again. That’s the way nature works. It’s called thinning the herd and with close to 7 billion people on the planet right now, we could shed a few hundred thousand weaker ones and never miss them. And don’t jump on me for being heartless and uncaring. I’m a pragmatist. I don’t choose to fight against natural forces that are there for a reason. Just like China thins their population by getting into a major conflict every few decades, nature is now thinning the world population by the only means it has at its disposal…VIRUSES! Feel free to comment as I know you will.

There are probably 30 million Americans unemployed now. There will be food shortages because of businesses gone under. Neither Sweden nor Brazil were depopulated at a higher rate than the USA–and they didn’t shut down anything.
Worse, many unemployed people commit suicide (might be as many as 40,000 dead for each extra percentage point of unemployment due to the Chinese Lung Pox Panic). Not counting Democrats who murder their husbands with fishbowl cleaner and try to blame the President.

Well, you stay inside, my friend. The rest of us will be enjoying the sunshine and exercise. And, God-willing, a lot of those 30 Million Americans will be able to get their jobs back.
But there’s already problems in the supply chain. Already warehouses not being stocked. Already factories not producing things we need (think about food: it also needs containers).
