This could be the Kim regime preparing their people for an upcoming provocation cycle and whatever repercussions come from it:
North Korean leader Kim Jong Un has called for waging another “arduous march” to fight severe economic difficulties, for the first time comparing them to a 1990s famine that killed hundreds of thousands.
Kim had previously said his country faces the “worst-ever” situation due to several factors, including the coronavirus pandemic, U.S.-led sanctions and natural disasters last summer. But it’s the first time he publicly drew parallel with the deadly famine.

China doesn’t want to own either North or South Korea.
North Korea is a buffer zone between the West and North East China.
If North Korea were to collapse this would cause millions to flee across the Yalu and Tumen River borders into North East China.
China deployed 5 mechanized infantry divisions to the Yalu and Tumen River border regions in 2009.

North Korea is an insoluble problem not just for the USA but also South Korea, Japan and China.

As for Moon or other South Korean politicians, I have no idea what they can or will do.
My observation is that they have needlessly destroyed about 40% of the Korean economy with every trick… needless fear mongering, outright lies, silly restrictions on bars, resturaunts, and nighttime entertainment (2% of cases), etc.
To make up for these needless restrictions that have collapsed tax collection, they have given out stimulus money to affected businesses. It is not enough to save the businesses but enough to break the budget.
This is an unsustainable financial model. Unlike America, Korea’s printing press does not have infinite ink and paper.
If Korea gets itself into a financial bind, China will be there with an attractive deal… a few billion in US Treasury Bonds for some 99 year leases on key infrastructure.
Politicians love to manage today’s problems with little concern for tomorrow’s side effects.
Even more-so when they are bought.
