@Stephen, I think Kim actually is prioritizing his space program to keep up with the South Koreans. Better space technology would also lead to better ICBMs, but I think he cares more about trying to some what match the South Korean space program.

It is interesting to note that the programme to buy the Redback by Australia started way back during the Moon administration with it being shortlised on September 2019.
Testing of the contenders occurred from 2019 to 2021. However on April 2023, the numbers were cut from 450 to 129.
To summarize, Moon oversaw the Redback being included in the bidding and shortlist and Yoon oversaw it being cut back and was at the right place and time when the final selection was made on July of this year.
