I guess it only makes sense that Brendon would correctly answer this one.
It's not that hard — this guy's horrible visage haunted Korean business and politics for years. Apparently inspired by America's own crazy gadfly candidate Ross Perot, Chung ran for President of the Republic of Korea in 1992, when I was stationed here.
Today is my 38th birthday, by the way. I am now officially half in the grave.
Plus, this picture is the same picture used in Wikipedia's biography of Chung Ju Yung, so anyone asking himself Say, is that Chung Ju Yung? would not need to work too hard to answer.
I figure since you are a business lawyer you would probably know who this is quite easily. Happy birthday by the way.
