Stupid Foreigner Trick

A Korean broke into a bank in Hamburg, Germany and held hostages for three hours before he was arrested by German special police on July 28, according to the internet edition of a German daily paper, Build.
The Korean, identified only as K, entered the Sparkasse bank in Alsdorf, Hamburg at 7:50 a.m. and confronted police, taking two female hostages, before he was arrested by police MEK (Mobiles Einsatzkommando), the newspaper said. The hostages were released right before the police began rescue operations.
What nothing about “running amok” in the article? Is that terminology only for taxi cab related incidents and not bank robberies?
I think we need to clearify the definition.
A bank robber who goes into a bank and takes people hostages cannot be construed as 'running amok', simply for the reason that it was a controlled situation. A bad situation, but still a controlled situation. The bank robber wasn't dancing around and killing hostages. The German police had the hostage under negotiation, it was a controlled situation because the cops had pinned the criminal down. On the other hand, the GI who decided to be a jerk and get on top of the taxi and cause a melee, CAN be construed as 'running amok', because nobody could control his alcohol induced jerkness and his sucky behavior.
So that is the definition of "running amok". But wasn't the bank robber "running amok" grabbing hostages before the police arrived? Then again we don't know if he was dancing or not while robbing the bank, so maybe he wasn't "running amok".
