This is CRC Uuijeungbu, not TDC as said in the caption, and we in the military could gig the Div CDR for his lack of headgear, but in fact, he is doing the right thing. They are walking away from a helipad and anywhere there is helicopters landing/taking off, you absolutely do NOT wear headgear that can get sucked up into the motor area and fowl up the flight.
