I think President Park and many senior members of Korea’s military know it’s in their strategic interest to develop more mil to mil relations with Japan. However, the general public is not quite ready to hear that.
@JoeC, that is why they have to begin with baby steps like this Naval review and judge the public’s reaction to more military to military engagement.
