Since the Korean left controls the National Assembly the failure of this impeachment is no surprise, but the Korean right did have an opportunity to describe how Choo Mi-ae is has stopped probes into Blue House corruption:

On Monday, the UFP submitted a motion to impeach Choo to the National Assembly. It was signed by 110 lawmakers. All 103 lawmakers from the UFP, all three lawmakers from the People’s Party and four independent lawmakers who were formally members of the UFP co-sponsored the motion.    
   
Although the motion was struck down, it appeared that at least two members of the ruling Democratic Party (DP) or its allies had voted to support it.    
   
According to Rep. Joo Ho-young, floor leader of the UFP, not all 110 lawmakers who sponsored the motion participated in the voting. Two UFP lawmakers and one independent lawmaker were absent. (……)

“A justice minister is a servant of the people, not a specific political faction. As a servant to the people, the minister must maintain political neutrality, not abuse power of office, never submit to outside pressures and faithfully respect laws,” Rep. Bae Hyun-jin, spokeswoman of the UFP, said before the voting started. “But Choo’s actions clearly violated her duty to serve the people.”  
   
“Shortly after she took office, she reassigned the prosecutors who were investigating corruption and abuse of power allegations against key members of the Moon Jae-in administration, without consulting the prosecutor general,” Bae said, pointing to the move as retaliation.   
   
Bae also said Choo had illegally intervened in the prosecution probes, and such actions are in violation of the law governing the prosecution. Choo also disgraced the Ministry of Justice and the prosecution by publicly criticizing the prosecutor general, Bae said.

You can read more at the link, but I have long chronicled how Choo was specifically chosen to stop all prosecution attempts to investigate the Blue House. Choo has even promised to investigate the prosecutors who were leading the Blue House corruption probes as payback.

Just think that prior ROK President Park Geun-hye was impeached for far less than this.

The last person remaining that can delay the Korean left’s attempt to completely take over prosecuting powers is Prosecutor General Yoon Seok-youl. The Moon administration is trying to rehabilitate the image of former corrupt Prime Minister Han Myeong-sook by appointing a judge with deep ties to to disgraced former Justice Minister Cho Kuk to look into it. ROK Heads may remember that Cho is good friends with Moon, so it is likely anyone with ties to him will provide investigation results favorable to Han Myeong-sook. Yoon has been delaying the investigation much to the ire of the Korean left:

President Moon Jae-in on Monday urged his justice minister and the prosecutor general to stop fighting each other and cooperate to complete reform of the prosecution.    

“Last week, the Ministry of Justice and the prosecution each launched task-force teams to protect human rights during criminal procedures,” Moon said during his opening remarks at a Blue House policy meeting that included both top officials. “Since the two powerful organs willingly started the initiatives, they must cooperate with each other and prepare a bold reform measure to make the people feel actual changes.”    

Prosecutor General Yoon Seok-youl has been facing growing pressures from the ruling party to step down for his constant discord with Justice Minister Choo Mi-ae.

Moon stressed the importance of cooperation as the friction between Yoon and Choo reached a new peak last week amid disagreements over an ongoing investigation into the prosecutors’ handling of a 2010 corruption probe into former Prime Minister Han Myeong-sook.    

On May 29, Yoon reassigned the case to the human rights monitoring office of the Seoul Central District Prosecutors’ Office. The investigation is reviewing prosecutors’ suspected coercion of a witness to testify against Han, and was originally assigned to the more independent and powerful Inspection Headquarters of the Supreme Prosecutors’ Office.    

Led by Han Dong-soo, a former judge appointed by Choo’s predecessor Cho Kuk, the Inspection Headquarters has the power to request warrants, conduct raids and detain suspects, unlike the human rights monitoring office. Han Dong-soo has also argued that his team should be in charge of the internal probe.    

During a National Assembly hearing last week, Choo said Yoon’s assignment was a mistake. She then ordered the Inspection Headquarters to directly question key witnesses instead of waiting for the human rights office’s findings.

Here is the latest on the attempted scuttling of suspected corruption within the Moon administration by its new Justice Minister:

Justice Minister Choo Mi-ae’s unprecedented decision to stop full disclosure of indictments of allies of President Moon Jae-in in an election-meddling scandal touched off an uproar on Wednesday. 

“We’ve reached a conclusion that a wrongful custom must no longer be repeated,” Choo told reporters Wednesday morning on her way to the office. “Until now, we have seen a wrongful routine where lawmakers demanded indictment documents, and the media released their entire texts. Due to this practice, the people’s right to a trial was violated, and various fundamental rights were infringed upon during the criminal justice process.” 

Choo was responding to a public uproar after the Ministry of Justice on Tuesday rejected the National Assembly’s request for indictment documents for 13 suspects linked to the 2018 Ulsan mayoral election scandal. The ministry said it withheld the information because it could violate the defendants’ right to a fair trial and privacy.

She also ordered an investigation into how the Dong-A Ilbo obtained the indictment documents and reported the details. “We need to check how it was leaked,” Choo said.

The Dong-A Ilbo published Wednesday a series of exclusive reports based on the indictment papers, without revealing the source. According to the newspaper, Song Cheol-ho had a dinner with Ulsan police chief Hwang on Sept. 20, 2017, and asked him to conduct a “more aggressive, concentrated probe” into his rival Kim. 

ROK Heads may remember that the prior Justice Minister, Cho Kuk had to step down due to public protests over the corruption surrounding him and his family. It is pretty obvious that Choo Mi-ae has been brought in to scuttle and silence as much has possible on going corruption probes into Moon administration officials as much as possible before the April 15th parliamentary elections.

What makes the political aspects of this even more obvious is that during the corruption trials of figures in the former Park Geun-hye presidential administration, the indictment documents were all released by the Moon administration. Now that their people are being investigated for corruption, all efforts are being made to scuttle and silence them.

This is just another example of how South Korea is a rule by law country instead of a rule of law country:

Justice Minister Choo Mi-ae expressed intent on Thursday to order an internal probe into prosecutors that brought charges against a presidential secretary for suspected misconduct, calling it a rash move that did not follow due process.

Choo delivered her message to the press after an anti-corruption team at the Seoul Central District Prosecutors Office earlier in the day indicted Choi Kang-wook, a presidential secretary for public office discipline, for fabricating an internship certificate for former Justice Minister Cho Kuk’s son. 

The prosecution team reportedly bypassed its boss, Lee Seong-yun, head of the Seoul prosecution office, as he refused to sign off on the indictment, and went ahead with filing the charges with the approval of Prosecutor-General Yoon Seok-youl.

This should come as no surprise to people who have been following this issue:

Choo Mi-ae on Friday issued her first special order as justice minister, requiring the state prosecution service to get prior permission before establishing special investigative units.

The order, which comes after a controversial reshuffle of the state prosecution service by Choo last week, is the Moon Jae-in administration’s latest attempt to rein in the prosecution as part of a major reform drive. (…….)

Prosecutors have not taken kindly to Choo’s order, with rumors circulating around the agency that the measure banning them from creating special units is meant to preempt the agency’s forthcoming special probe into the Ulsan case.

You can read more at the link, but the Ulsan special probe is referring to the prosecutors office investigation of the Blue House meddling in the election of Ulsan’s mayor in favor of a President Moon confidant.

ROK Drop favorite One Free Korea has a great run down on the Wednesday Night Massacre that President Moon executed to stop the investigation into the corruption allegations surrounding his administration:

People protested and demanded impeachment of the prior President Park Geun-hye for far less then this.

This should be a surprise to no one that with the appointment of the new Choo Mi-ae as the ROK Justice Minister that stopping further investigation into the current government would be her first priority:

The Ministry of Justice abruptly reassigned prosecutors who have been investigating abuse of power and corruption allegations against key members of the Moon Jae-in administration and effectively demoted Prosecutor General Yoon Seok-youl’s closest aides. 

The ministry announced Wednesday evening that 32 senior members of the prosecution will be moved to new posts as of Monday. According to the ministry, 10 prosecutors were promoted to serve as heads of five high prosecutors’ offices and five district prosecutors’ offices, and the remaining 22 were reassigned to other jobs.

While prosecutors who have been working on high-profile cases involving Moon’s associates were moved to less important posts outside Seoul, prosecutors who had maintained amicable ties with the current administration or the administration of Roh Moo-hyun, the political mentor of Moon, were moved into powerful posts. 

According to the ministry, Han Dong-hoon, head of the anticorruption and organized crimes department of the Supreme Prosecutors’ Office, was named as deputy head of the Busan High Prosecutors’ Office. Han was the lead prosecutor in the investigations into academic and financial transgressions allegedly committed by former Justice Minister Cho Kuk and his family. 

Park Chan-ho, head of the public security department of the Supreme Prosecutors’ Office, was named head of the Jeju District Prosecutors’ Office. Park has been investigating the allegations that the Blue House abused its power to influence the 2018 Ulsan mayoral election and help a Moon associate win.

Here is what prosecutors had to say:

“This is an overt attempt to dismantle the investigations [against the administration],” a senior prosecutor said. 

After Moon formally appointed Choo as justice minister last week, a massive reshuffle was expected. The announcement was made abruptly Wednesday evening.  

Choo left her office at the government complex in Gwacheon, Gyeonggi, around 4 p.m. Wednesday and headed to the Blue House, presumably to brief Moon about her plan. 

Two hours after Choo left the Blue House, the ministry announced the reshuffle around 7:30 p.m. “I have never seen a reshuffle announced after sunset,” said a prosecution official. 

Legal sources said the reshuffle was a political amputation of Yoon’s authorities. They said prosecutors loyal to the administration were appointed to the vacancies left by Yoon’s allies.

You can read more at the link, but when you hear the Korean left talk about prosecutor reform, this is the reform they are talking about. The next step will be having the prosecutors closely aligned with the Korean left begin investigating their political rivals.

President Moon has to get someone appointed as the Justice Minister to slow down all the corruption investigations into the Blue House:

Choo Mi-ae, a five-term ruling party lawmaker, has been nominated for the position of justice minister, Cheong Wa Dae announced Thursday amid keen attention to her role in the South Korean government’s push for prosecution reform.

President Moon Jae-in picked Choo to fill the post that has been vacant for several weeks since Cho Kuk stepped down in the face of state prosecutors’ probe into alleged irregularities involving his family. (……..)

For Moon, the choice of Choo is viewed as a card to counter the prosecution’s thinly veiled pressure on Cheong Wa Dae with intensive probes into high-profile corruption suspicions, involving longtime confidants to the president, under the leadership of Prosecutor General Yoon Seok-youl.

Speculation is running high that Choo will shake up the prosecution as soon as she becomes minister. As of now, the prosecution is carrying out at least three investigations that involve allies of President Moon. Probes are ongoing into an allegation that the Moon Blue House carried out a political operation to influence the 2018 local election; the suspicious suspension of a Blue House probe into Moon’s associate Yoo Jae-soo; and the continuing investigation of corruption allegations involving Cho Kuk and his family.
