ROK Defense Ministry Says Key Resolve and Foal Eagle Exercises Will Be Modified Again this Year

This is not a surprise considering the North Koreans have been so far this year behaving:

This file photo taken Nov. 17, 2019, shows Defense Minister Jeong Kyeong-doo.

South Korea and the United States will modify their springtime combined exercises in order to support diplomatic efforts to denuclearize North Korea, the defense ministry said Tuesday.

Since the nuclear negotiating process began in 2018, the South and the U.S. have either scaled back or made other modifications to joint military drills in an effort to avoid provoking Pyongyang that has long denounced such maneuvers as a rehearsal for invasion.

“We’ve been smoothly preparing for planned combined drills,” a senior ministry official said. “If diplomatic efforts are under way, we will conduct (the drills) within the bounds to be agreed upon between the South and the U.S.”

The stance was part of the ministry’s comprehensive policy plan for the new year, which Defense Minister Jeong Kyeong-doo reported to President Moon Jae-in at the Gyeryongdae military headquarters in the South Chungcheong Province in the day.

In line with the policy, the two countries are expected to replace their usual large-scale springtime exercise, Key Resolve and Foal Eagle maneuvers, with a computer-simulated command post exercise (CPX), called Dong Maeng, just as they did last year.

You can read more at the link, but Dong Maeng means “alliance” in English and it is what they replaced the UFL exercise with last summer. It looks like Key Resolve is going to use the same name. Even with the downsized exercise and name change the North Koreans still complained about it last year.

USFK Reportedly Considering Renaming the Already Renamed Joint Exercise to Appease North Korea

Does anyone have any suggestions on what to rename the joint US-ROK exercise to not upset Kim Jong-un?:

South Korea and the United States are reportedly considering conducting a joint military exercise early next month as scheduled, but under a different name.

The allies were known to have planned to conduct the exercise, named 19-2 Dong Maeng, to evaluate Seoul’s readiness to take over wartime operational control (OPCON) of its troops from Washington.

But multiple military sources said on Sunday that the two sides are reviewing whether to rename it in consideration of recent warnings from North Korea that the drill could affect its nuclear negotiations with the United States.

One of the possible new names to replace Dong Maeng, which means alliance in English, reportedly includes “OPCON Verification Exercise.”

The military sources said that the allies plan to hold the computer-simulated command post exercise for three weeks in early August.

US & South Korean Militaries Finish the Dong Maeng Exercise

The new Dong Maeng exercise has ended:

South Korea and the United States wrapped up their new, weeklong combined defense exercise on Tuesday, amid worries that the apparent downsizing of their springtime drills could hurt military readiness.
The allies launched the Dong Maeng command post exercise on Monday last week, replacing the Key Resolve exercise to support ongoing diplomacy to denuclearize North Korea and foster lasting peace on the divided peninsula. Dong Maeng is the Korean word for alliance.
The computer simulation exercise was half the duration of the usually two-week Key Resolve. It apparently focused on bolstering the combined defense capabilities with a counterattack portion of its predecessor removed.

The exercise involved members from the South Korean defense ministry, Joint Chiefs of Staff and operations commands of the Army, Navy and Air Force, and those from the South Korea-U.S. Combined Forces Command, U.S. Forces Korea and Indo-Pacific Command.
Despite the allies’ decision to conduct the exercise on a smaller scale and in a low-key manner, the North’s official Korean Central News Agency denounced it as a breach of its joint statements with Seoul and Washington aimed at enhancing bilateral relations.

Key Resolve Like Exercise to Begin this Month, But Renamed “Dong Maeng”

I guess someone must have realized how lame renaming Key Resolve to the “19-1 Exercise” was and have instead now named it the “Dong Maeng” exercise:

South Korea and the United States will launch the new Dong Maeng combined exercise this week to replace their springtime Key Resolve drills, their militaries announced Sunday.
Seoul’s Joint chiefs of Staff (JCS) and the South Korea-U.S. Combined Forces Command (CFC) said that the nine-day command post exercise kicks off on Monday, two days after the allies’ defense chiefs decided to end the annual Key Resolve and Foal Eagle maneuvers to back diplomacy for the denuclearization of the Korean Peninsula.
“Dong Maeng, which means alliance in English, has been modified from the previously held spring exercises Key Resolve and Foal Eagle and will focus on strategic, operational and tactical aspects of general military operations on the Korean Peninsula,” they said in a joint press release.
Seoul’s JCS Chairman Gen. Park Han-ki and CFC Commander Gen. Robert Abrams jointly said that the upcoming exercise is important for professional armies to train and maintain “a standard of readiness.”
“These exercises are crucial in sustaining and strengthening the alliance,” they were quoted as saying.
With the Key Resolve effectively supplanted by the new exercise, the allies are expected to conduct low-key battalion-or lower-level drills in place of the Foal Eagle field training throughout the year.

You can read more at the link, but the Dong Maeng exercise appears to be the Key Resolve, but just under a different name and less fanfare.
