Kamala Harris Touts U.S.-ROK Alliance in Editorial to Yonhap News

Nothing new here, just the continuation of Biden’s policies:

Democratic presidential candidate Kamala Harris on Saturday touted the South Korea-U.S. alliance as a “linchpin” of security and prosperity in the Indo-Pacific and around the world, while underlining Seoul’s “sizable” contributions to the upkeep of the 28,500-strong U.S. Forces Korea (USFK).

Vice President Harris made the remarks in a special contribution to Yonhap News Agency, reiterating America’s “ironclad” security commitment to South Korea, vowing to preserve its global leadership and accentuating the importance of the bilateral alliance forged in blood during the 1950-53 Korean War.

Titled “Let’s Go Forward, Together: Creating a Prosperous Future for Korean Americans,” her exclusive contribution is the first of its kind to a South Korean media outlet in this year’s election cycle. It came just days ahead of the U.S. presidential election.

“In 2022, I stood at the DMZ and reaffirmed the United States’ ironclad commitment to the defense of South Korea. I know our alliance has been a linchpin of security and prosperity in the Indo-Pacific and around the world,” she wrote, recalling her trip to the Demilitarized Zone separating the two Koreas.

“Trump, by contrast, is demanding that South Korea pay $10 billion a year to host our troops despite its already sizable contributions — disparaging our alliance and disregarding America’s standing in the Indo-Pacific,” she added as she is set to face off against her Republican rival in Tuesday’s showdown.

Kamala Harris Has Little Korea Experience, But Expected to Continue Biden’s Policies If Elected President

It is expected that if Kamala Harris wins the U.S. presidency she will continue to emphasize a strong U.S.-ROK alliance and push for the fairy tale of a denuclearized North Korea:

Kamala Harris, endorsed by Biden on Sunday as his successor as the Democratic presidential candidate, is anticipated to continue the Biden administration’s emphasis on alliances if the U.S. vice president wins the upcoming presidential election against Trump, according to analysts. She could become the first Black woman and first Asian American to lead the ticket of a major U.S. political party. 
  
As a senator during Trump’s presidency, Harris criticized Trump’s conciliatory approach toward North Korean leader Kim Jong-un, arguing that Trump was not responding strongly enough to North Korea’s nuclear threats. 
  
“Let me start by saying this: I guarantee you I won’t be exchanging love letters with Kim Jong-un,” Harris said in August 2019 in response to the Council on Foreign Relations (CFR)’s question to Democratic presidential candidates whether they would agree to partial sanctions relief in exchange for the partial dismantling of North Korea’s nuclear weapons program. “President Trump has handed Kim one PR victory after the next, all without securing any real concessions, so the next president will have serious work to do. 
  
“Ultimately, we can’t accept North Korea as a nuclear weapons state,” she added. “But it’s clear that simply demanding complete denuclearization is a recipe for failure; we must work closely with our allies to contain and reverse the short-term threats posed by Pyongyang as we work toward that long-term goal.” 
  
This contrasts with Trump, who boasted of his friendship with Kim, saying the North Korean leader “misses” him and “would like to see [him] back” in a speech to the Republican National Convention on July 18. 
  
During an appearance on CBS in September last year, Harris said, “We are all absolutely clear and unequivocal about our goal of the complete denuclearization of North Korea.”

Though not directly involved with Korean affairs and having limited exposure to the Korean public, Harris visited South Korea in September 2022, where she stressed the “ironclad” nature of the U.S. commitment to the defense of the Republic of Korea.

Vice President Harris Lauds U.S. Alliance with North Korea?

Here is an embarrassing gaffe by the U.S. Vice President:

A gaffe by US Vice-President Kamala Harris momentarily turned US policy on its head on Thursday when she declared the “important” alliance with communist North Korea – instead of South Korea, where she was speaking.

“So, the United States shares a very important relationship, which is an alliance with the Republic of North Korea. And it is an alliance that is strong and enduring,” Ms Harris said on Thursday at the start of her speech in the Demilitarised Zone, or DMZ, where she visited at the end of a tour to Japan and South Korea.

Apparently not noticing her misstep, Ms Harris went on to deliver the rest of the speech, which provided a robust reaffirmation of Washington’s alliance with Seoul in the face of nuclear-armed North Korea.

President Yoon Addresses Inflation Reduction Act Concerns During Visit with Vice President Harris

It will be interesting to see if the Biden administration tries to make any changes to the IRA to address Korean concerns:

U.S. Vice President Kamala Harris promised President Yoon Suk-yeol on Thursday that the United States will look for solutions to South Korea’s concerns about the Inflation Reduction Act (IRA) as the law is implemented, the presidential office said.

Harris conveyed the position after Yoon reiterated South Korea’s concerns that the law will hurt Korean carmakers by giving tax credits only to electric vehicles assembled in North America, according to deputy presidential spokesperson Lee Jae-myoung.

“President Yoon delivered our concerns about the U.S. IRA, saying he hopes the two countries will closely cooperate to produce a mutually satisfying agreement in the spirit of the South Korea-U.S. free trade agreement,” Lee said during a press briefing.

“In response, Vice President Harris said not only she, but also President Biden, are well aware of South Korea’s concerns and will look into it carefully in order to find ways to resolve South Korea’s concerns in the process of the law’s implementation,” he said.

South Korean Prime Minister Inadvertently Discloses that U.S. Vice President to Visit DMZ

I guess the Vice President was trying to keep this secret in order to not give the North Koreans time to plan a provocation during her visit:

In meeting after meeting with Asian leaders Tuesday, Vice President Kamala Harris emphasized the U.S. commitment to regional security and the White House disclosed that she would visit the Demilitarized Zone dividing the rival Koreas.

An official said Harris would tour the border area between South and North Korea on Thursday, at the end of her trip to Asia. The visit comes amid persistent concerns about North Korea’s missile and nuclear programs.

North Korea test-fired a short-range ballistic missile shortly before Harris left Washington, an apparent response to joint military exercises between the United States and South Korea that include the nuclear-powered aircraft carrier USS Ronald Reagan.

U.S. House Speaker Nancy Pelosi visited the DMZ in August, and then-President Donald Trump went in 2019 when he met with North Korean leader Kim Jong Un. President Joe Biden did not go when he was in South Korea earlier this year.

Harris’ plan, which had been kept under wraps by her team, was unexpectedly revealed during a meeting with South Korean Prime Minister Han Duck-soo on Tuesday. A White House official rushed to confirm details of her trip afterward.
