ROK Defense Ministry Disputes China’s THAAD Claims

The Chinese continue to spew their anti-THAAD propaganda for their useful idiots to continue to champion; fortunately the ROK government continues to dismiss it:

South Korea’s defense minister said, Thursday, a U.S. anti-missile shield, currently deployed on the Korean Peninsula, cannot operate to Washington’s advantage, rejecting China’s claim that the system’s radar can spy on its military maneuvers and undermine its security interests.

In addition, Defense Minister Lee Jong-sup vowed to speed up efforts to transform the Terminal High Altitude Area Defense (THAAD) base in South Korea into a permanent structure. 

Since the establishment of the base in 2017 at a local golf course, hundreds of U.S. and South Korean service members stationed there have been using shipping containers and an old golf clubhouse, raising concerns over their poor living conditions. 

The deployment of the THAAD battery has emerged as a hot-button issue between Seoul and Beijing, as evidenced by their foreign ministerial meeting, Tuesday, where it topped the agenda. 

“The THAAD issue has to do with our security and sovereignty and China’s assertion is not acceptable,” Lee said during a press conference at the Ministry of National Defense in Seoul.

You can read more at the link, but the Chinese hypocrisy over THAAD continues to be so obvious. They continue to be against the THAAD system in the ROK because they claim it is against Chinese security interests while completely ignoring ROK security interests.  If it wasn’t for the Chinese backing of their client state North Korea that has allowed them to pursue missiles and nuclear weapons to threaten the ROK, the deployment of THAAD to South Korea would not be necessary in the first place.

ROK and Chinese Foreign Minister Agree that THAAD Dispute Will No Longer Hamper Relations

I think this makes clear that something I said before wasn’t going to happen, is in fact not going to happen; South Korea is not getting a second THAAD battery:

The top diplomats of South Korea and China agreed during their talks Tuesday that disputes over the issue of an advanced U.S. missile defense system should no longer hamper Seoul-Beijing relations, a South Korean official said.

In his first trip to China since taking office in May, Foreign Minister Park Jin held the meeting with his counterpart, Wang Yi, in the eastern port city of Qingdao.

It was widely viewed as crucial in setting the tone for Seoul-Beijing relations under the conservative Yoon Suk-yeol administration.

During the talks, both Park and Wang “clearly expressed their positions on THAAD, and at the same time, they shared the same view that the matter should not be an obstacle to the development of South Korea-China relations, going forward,” the official told reporters on the customary condition of anonymity.

China Warns President Yoon Not to Deploy a 2nd THAAD Battery to South Korea

The Chinese are making threats against South Korea again:

South Korea must “act prudently” and preserve the status quo rather than deploy a second U.S.-made missile defense system, a Chinese diplomat said Wednesday on Twitter.

The United States, not South Korea, has a “malicious intention to deliberately undermine” Beijing’s security by deploying another Terminal High Altitude Area Defense, or THAAD, system in South Korea, Liu Xiaoming, China’s special envoy to the two Koreas, said in a tweet.

First of all the U.S. has never offered to deploy a 2nd THAAD battery to South Korea. These batteries are very limited and it is doubtful the U.S. would want two of them on the peninsula at the same time. Secondly the Yoon administration during the campaign said they wanted South Korea to purchase its own THAAD battery.

However, they have already backtracked on this because a THAAD is not something you just go to a car dealership and buy. This is a multi-year long acquisitions process to purchase, build the battery, and train personnel for billions of dollars.  This acquisition would take longer than the 5 years Yoon has in office and likely not worth the political capital to make it happen.

ROK Defense Minister Says that Country Will Push for Normalization of THAAD Battery

The THAAD has been in South Korea now for five years and still the environmental assessment has not been completed and protesters continue to block the road. This clearly has little to do with the environment and everything to do with politics. It will be interesting to see if the Korean left tries to mobilize around the THAAD issue and launch Braveheart style attacks against ROK police if and when they try and remove the protesters like they did at Camp Humphreys years ago:

South Korea will expeditiously push for the “normalization” of a U.S. THAAD missile defense unit here, Seoul’s defense minister said Monday, as it has been in the status of “temporary installation” due to an environmental assessment and other reasons.

Lee Jong-sup made the remarks as Seoul and Washington are striving to sharpen joint deterrence against Pyongyang amid growing concerns about possibilities of the regime’s additional provocations, like a long-range ballistic missile or nuclear test.

“The normalization of the THAAD unit should have been done (earlier),” Lee said in a meeting with reporters. “We will push for it (to materialize) at an early date.”

USFK Commander Advocates for Opening Road to THAAD Site

It appears General LaCamera sees a chance with the change in government to hopefully open access to the THAAD site near Seongju:

 U.S. Forces Korea (USFK) Commander Gen. Paul LaCamera has called for “unfettered” access to its THAAD missile defense unit here, stressing its absence would undermine the alliance’s ability to defend South Korea.

In a written statement to the House Appropriations Subcommittee on Defense this week, LaCamera made the call, as access to the unit in the southern county of Seongju remains impeded by a set of obstacles, including protesters against the installation of the battery.

Since the unit was placed in Seongju in 2017, it has had the status of a “temporary installation” pending South Korea’s environmental impact assessment — another hindrance to its full-capacity operation. 

“Despite significant progress in increasing access to the site over the last year, unfettered access is required to fully ensure logistical support at the site and improve the quality of life for service members stationed there,” LaCamera said.

“Limited access also slows the pace of construction projects on-site, which is critical for maintaining the system’s capabilities, crew training and upgrades. All of this hinders the alliance’s ability to operate this defensive system and defend the ROK people,” he added. ROK stands for the South’s official name, Republic of Korea.

Foreign Minister Nominee Steps Back from Additional THAAD Deployment and Hints at Approved Access to Existing Site

The big news here is not that the Yoon administration may be stepping back from wanting an additional THAAD battery; it is the fact they want to improve access to the existing site:

 South Korea’s foreign minister nominee stressed the need Monday for “in-depth” deliberations on whether to deploy additional U.S.-made THAAD missile defense systems here, in an apparent sign of cautiousness on the geopolitically charged issue.

During his confirmation hearing, Park Jin responded to a lawmaker’s question about President-elect Yoon Suk-yeol’s campaign pledge to bring in more THAAD systems, which opponents say would undermine ties with China, South Korea’s top trade partner.

China has opposed Korea’s hosting of the THAAD system, arguing the anti-missile asset undermines its security interests. The installation of a THAAD battery here in 2017 triggered apparent Chinese economic retaliation.

Here is the part where he discusses the existing THAAD battery:

Despite his cautious stance, Park highlighted the “first task” of ensuring U.S. Forces Korea can normally operate its THAAD unit in the southeastern county of Seongju.

Since the THAAD battery was installed here, it has been in the status of “temporary installation” pending South Korea’s environmental impact assessment.

“I think that there needs to be an environment for the normal operation of the THAAD battery, as access to the unit has been restricted, while living conditions for troops there are also poor,” he said.

You can read more at the link, but the current Moon administration has allowed protesters to block the road since the THAAD battery was put in, which causes daily logistical support to the site to be conducted by helicopter. Only when materials that cannot be moved by helicopter need to be brought in does the police open the road. I have always been concerned that over an extended period of time this could increase the chances of a helicopter crash happening.

Yoon Suk-yeol Supports Deploying Another THAAD Battery to South Korea

The real question is whether the U.S. military wants or needs another THAAD battery in South Korea considering it is a very finite asset:

Main opposition presidential candidate Yoon Suk-yeol pledged Sunday to deploy additional units of the U.S. THAAD anti-missile system in South Korea following North Korea’s launch of an intermediate-range ballistic missile earlier in the day.

Yoon of the conservative People Power Party wrote the words “Additional THAAD deployment” on his Facebook page and did not elaborate.

The candidate has previously expressed support for the controversial missile defense system, which China has condemned as a threat to its national security.

Human Rights Committee Wants Less Riot Police at Korea THAAD Site

The easiest way to get less riot police at the THAAD site is for the protesters to assemble and protest in an area that is not blocking a public road that leads to the THAAD site:

A human rights committee under the National Police Agency (NPA) has recommended the law enforcement authorities to reduce the number of riot police deployed to a U.S. Terminal High Altitude Area Defense (THAAD) missile base in the southeastern county of Seongju, North Gyeongsang Province.

“As the current number of riot police there can lead to a violation of the protesters’ freedom of assembly and demonstration, the authorities should actively take necessary measures,” the committee said during a regular meeting held late September.

The NPA committee consists of 13 members ― 12 external members and one police officer from the audit and inspection division. 

The committee further asked the authorities to submit additional data, based on which it can judge whether the police are guaranteeing the protesters’ freedom of assembly and demonstration.

Police Remove Protesters to Allow Construction Convoy to Travel to THAAD Site

I have always said that the Korean police can remove these protesters any time they wanted, the ROK government just chooses not to until recently:

The defense ministry on Thursday brought non-weapon materials and construction equipment onto a Terminal High Altitude Area Defense (THAAD) base in central South Korea after riot police dispersed protesters opposed to the deployment of the American anti-missile defense system.

The shipments transported into the base for the THAAD system in the central town of Seongju, about 300 kilometers southeast of Seoul, included daily necessities for base troops and construction equipment and materials to be used to improve their living facilities, according to the ministry.

Their transportation was completed after riot police dispersed about 70 Seongju residents and civic activists, who had occupied a small bridge leading to the THAAD base from early morning to block any vehicles from approaching the military facility.

The protesters tied themselves up into ladder-like structures installed on the bridge to resist the police and shouted various slogans against THAAD.

Critics Unhappy that THAAD Will Better Protect South Korea

Leave it to the usual suspects to be upset that the THAAD battery in South Korea is getting updated missiles to better protect the country:

 The defense ministry stuck to its flat-out denial Monday of any upgrades to a U.S. THAAD missile defense base in South Korea after a series of reports suggested that last week’s transport of military hardware into the base was aimed at upgrading or strengthening the unit.

On Friday, the U.S. Forces Korea brought new interceptor missiles as well as other military hardware and equipment for facility construction onto its Terminal High Altitude Area Defense (THAAD) system base in the central town of Seongju by ground, according to the ministry. 

Officials here made it clear that the missiles were to replace expired ones and that no additional launchers were brought in. They also stressed that the transport has nothing to do with the U.S. project to upgrade the batteries.
